Public sector experience. Organizational development expertise.

For more than 20 years, Jennifer Heikamp has worked at the intersection of people, learning and municipal government - helping employees, leaders and organizations develop their potential and navigate change.

In 2025, she founded JenniBean Advisory with a simple purpose:
To provide municipalities, health centres, police services and not-for-profits with practical, high-impact organizational development services designed by someone who understands local government and related agencies.

Jennifer Heikamp is a strategic human resources and organizational development professional with more than 20 years of progressive experience in municipal human resources.

Throughout her career, Jennifer has designed, implemented and evaluated organizational development initiatives supporting employees and leaders at all levels of municipal organizations. Her areas of specialization include leadership development, change management, communication skills, learning and development, facilitation and organizational effectiveness.

Jennifer's professional experience is complemented by a strong academic foundation. She holds a Master's Degree of Public Administration from Queen's University, a Master's Degree in Human Resources Management from York University, and an undergraduate degree in Sociology and English Literature from the University of Guelph. She also holds professional designations from the Human Resources Professionals Association (HRPA) and the Institute for Performance and Learning (I4PL).

A skilled facilitator and communicator, Jennifer is a former President of The Region of York (TROY) Toastmasters, reflecting her longstanding interest in communication, presentation and leadership development.

Jennifer's approach combines organizational development principles with something equally important: a deep understanding of the environment in which public sector organizations operate. She understands that these organizations must balance the needs of employees, leaders, elected officials, council/boards and communities while responding to changing priorities, legislation, technology, workforce expectations and fiscal realities.

That experience shapes every JenniBean Advisory engagement.

Why JenniBean Advisory?

More than two decades of municipal experience.
A new way to put it to work.

After more than 20 years working in municipal human resources and organizational development, Jennifer founded JenniBean Advisory in 2025 to provide municipalities, health centres, police services and not-for-profits with practical, high-quality organizational development expertise grounded in an understanding of the municipal environment.

Governments aren't simply businesses with different job titles. They operate within a unique environment of public accountability, political and administrative relationships, diverse service responsibilities, competing priorities and heightened community expectations. Yet not every organizational challenge requires a large consulting firm, an off-the-shelf program or a lengthy consulting process.

Sometimes an organization needs an experienced professional who can understand the challenge quickly, customize an approach, work collaboratively with its people and leave behind something useful.

That's where JenniBean Advisory comes in.

From a one-hour speaking engagement to a facilitated organizational workshop or comprehensive change management plan, JenniBean Advisory brings a public sector lens to organizational development. That means understanding the context before recommending the solution, adapting programs to the organization rather than expecting the organization to adapt to the program, and keeping the focus firmly on practical application.

The result?

Relevant learning. Practical tools. Meaningful progress.

JENNIFER'S APPROACH

Practical. Collaborative. Customized.

A successful engagement isn't simply one that participants enjoyed. It's one where something is different afterward - a manager asks a better question, a team removes an obstacle, a leader communicates change more effectively, or an employee approaches their work with greater skill and confidence.

That's why JenniBean Advisory emphasizes practice, application, coaching and practical tools, rather than theory alone. Participants should leave knowing not only what they've learned, but how they can use it.

Practical

Recommendations, programs and tools are designed to work in the real world—not just look good on paper.

Collaborative

The people closest to a challenge often have valuable insight into its solution. Engagements create opportunities to listen, involve and build together.

Customized

Public sector challenges are different. Programs and approaches are adapted to reflect the organization's objectives, audience and circumstances.

And because implementation matters, reasonable post-program support is built into the JenniBean approach, helping turn learning and good intentions into meaningful workplace action. Because ultimately, organizational development isn't about what happens in the room. It's about what happens afterward.

Learning should change what happens after the learning.

Let's talk about what's happening in your organization.

Whether you're developing leaders, strengthening a team, preparing for change or tackling an organizational challenge, the first step doesn't need to be complicated.

Start with a conversation.

Tell me what's happening, what you'd like to achieve and where you could use some support.

Together, we can determine an approach that makes sense for your municipality.
